This means you have visited a webpage that is trying to download to your tablet or smartphone BUT because of the operating system on smartphones and tablets nothing can be downloaded so it freezes the screen with a message like the one above.
So what do you do:
Basically clear your browsing history and website data from your internet browser on your smartphone or tablet
